v.0623 Marnid won't level up Weapon Proficiencies

I can't get Marnid's Weapons Proficiencies to level up. He has about 30 points that I can't use.

you have to put a skill point in weapon master skill. He can still gain points from battle, but you can't put in the points he gets from leveling until you have a few points in weapon master.
