Using Items Created in Map Editor: Napoleonic Wars

Hi, I was wondering if anyone knows how to make weapon items usable in the Napoleonic Wars DLC. I have seen multiple servers now that have a spot where you can get pick up a weapon they have added to the map. However, I have still been unsuccessful in doing so. Do I need some sort of Mod? Or is there another way?
