Think he means everyone else runs faster relative to the player. I stripped my guy naked and even then he was out-runned by spearmen in full mail armour

Well ... Athletics Skill would be the answer i guess.

Everyone is faster because....every unit is a little faster and athletics give less benefit than Warband. In Warband each agility point gave 0,5% movement speed and each athletics point gave a little more than 2%. A starting level 1 character could have easily 3 athletics and 10 agility that means +11% while starting bandits had very low agility and zero athletics.
