Unify Empire quest and Kingdom diplomacy bug?

I can't declare war or have peace with a faction through the diplomacy tab in my kingdom management, glitch or is it not implemented yet? Also I'm pretty sure my unify the empire quest is bugged, I have 2 castles and 1 town and the quest says 2/3 imperial settlements...

I haven't found a way to declare war besides doing a warfare act so far. So attacking a village or something like that. However I do know that if you go and talk to an enemy lord, you can barter for peace through some of the options.

Pretty sure that means two-thirds of all Imperial culture settlements.

That makes more sense than 3 settlements of imperial culture and the empire is "restored", thanks
