Unbalanced party creating technique

I realize that whenever you create a party, you are granted 20 troops for free. This means I can easily get countless troops nearby my settlement, which I just kept creating and disbanding parties. I feel this technique is really unnecessary as i was expecting to separate troops from my own party at the very beginning. Now the game is just so easy in this sense and once you know how to cheat, it is hard to discipline yourself lol. I believe it would be much better if no additional troops will be granted while creating a party or at least let that incur some costs! What do you guys think?
