I think if the same number of teams are around for the next tournament, it would be better for everyone, just too include everyone. In the case of HB, we were the only team that was "unranked", so I guess it hurts us most. But really, with such small brackets, this season was somewhat lame, and uninspiring.
Also, the other issue with the bracket system is that its unlikely that teams like Bks or a Euro team will enter, knowing they would be placed in DIV B. People still have ego's and realistically a good Euro team or even BKs (should they come back) shouldn't be in a Div B clan. Heck, GK's performance went against their expectation for div B as well, as did others. While most predictions for matches were consistent, things can change rapidly.
Let's just let everyone play everyone, if the time ever comes where we have 20 reliable teams, then Divisions are a very realistic/understandable option.
At this time (and even if it gets slightly better in terms of teams signing up), we (the warband players of NA) are in no position to be dividing. We recognize team rosters for the most part, and individuals skills, how many games can say that?
I understand time was an issue in other tourneys, but this tournament was not very fun honestly, and I'd rather have a longer, more fun tournament.
On the opposite side, speaking as a member of HB, perhaps it would be better to keep brackets. Based off of what went on this season, Wk fairly easily took Div A, as did HB in Div B.... I would guess this would make next season more competitive with the changes, However--- as mentioned, it really is a system that does not encourage new teams to enter, because honestly, nobody wants to enter DIV B, especially if they think they are deserving of higher. Sure, HB felt the same way, and entered Div B anyway, but it wasn't a clear or easy decision.
In the end I look at it this way --- If we keep the Divisions, the next tourney will likely be more fun and competitive--thats the positive, the negative is any further tourney's (including the next one) will consist of no new teams (possibly some teams dropping out), and considering what little we have to work with, it seems faulty to use this type of system.
