That's because the UN was never intended to take action. The idea behind it was to form an international structure to co-ordinate the action of numerous countries working together. A lot of it's ineffectiveness stems from that, responsibilities that countries didn't want to take got foisted onto the UN as a whole, while the power to actually take meaningful action was retained by the member nations.
The security council is a good example.

Yeah. Its effectiveness seems to be very limited, which sucks because if it worked right, it could possibly be very useful...

No, because nobody wants to spend time and money on making the world a better place for people who don't vote for them directly.

The UN already has it's own leadership. It's just emasculated.

Yes... Conservatives might want a revolution in another country if it means that they can intervene and help with the "reshaping" of the country. Which is exactly why this is a stupid idea.

Er, this was a discussion about revolution of a country in which the protagonists reside, not a country external. Specifically in this case, Americans in America.

So i'm not sure what you are going on about here.
 
Well, the UN is showing it's teeth in Ivory Coast now. I don't recall seeing them as active.
