Resolved UI Can't Count Perks

Summary: The UI sometimes is signaling the wrong number of perks to be chosen.

In this screenshot, the marker at the top indicates there is one total perk to be chosen.
Clearly, on the player character shown, there are 2. Both could actually be set, so the top indicator is wrong.

OS: Win 10 Home
GPU: MSI GTX 960 (2GB)
GPU Driver Version: 27.21.14.6089
CPU: i7 490K
RAM: 16GB
Motherboard: no idea
Storage Device (HDD/SSD): 2TB HDD Toshiba

In my experience, it always shows the wrong perk count (and has since at least version 1.5.4). Sometimes, it displays the right perk number, but on the wrong character (for example, if brother has 20 perks to spend, it will show 0 on his page and 20 on the player-character's page).

I've been informed that this is intentional. The image shows the number of perks that is not assigned on the other heroes, not the hero that is being browsed at the moment.
