Resolved UI Bug - Chat box blocking mouse events in dialogue

Summary:
When the chat box is pulled up (By pressing Enter) you are unable to interact with most of the menus.

How to Reproduce:
Open any dialog (Go to a town, city, ect.) and hit the Enter key to open your chat box. Observe that the mouse can no longer interact with the dialog options.

Have you used cheats and if so which:
Complete vanilla steam installation. No mods or cheats.
