Could be a dragon certainly doesnt look like any type of Russian. With hair like that he looks very french for that period. Dont forget the differant noblemen all had differant and varied crests.

I'd agree that he isn't Russian, and the hairstyle does seem fairly French-ish, and yes, noblemen all had their own family crests n such.
