Resolved Two bugs: recruiting prisoners + garrisons training bandits.

Recruit
Bug 1 (Recruiting prisoners): Holding the CTRL key and clicking "recruit prisoner" correctly recruits all available prisoners, but the "ready to recruit" counter only increments by -1. This means we can CTRL and click again to recruit another batch of prisoners when we should not be able to.

Example:
0 troops, 40 prisoners, 10 ready to recruit. CTRL and click recruit =
10 troops, 30 prisoners, 9 ready to recruit =
19 troops 21 prisoners, 8 ready to recruit =
27 troops, 13 prisoners, 7 ready to recruit, and so on.

This bug allows you to recruit many more prisoners than you should be able to.

Bug 2 (Garrison training): Town garrisons can train bandits into normal troops with no need for the Disciplinarian perk, the 125 leadership perk that allows the player to convert bandits into regular troops.

Example: Forest bandits (Tier 4) can be promoted into Battanian Fian (Tier 5, Noble Troop Tree), and if you gather enough XP for the forest bandits so that they are all ready for promotion, then place them in a town garrison, after a few hours they will have all been promoted to Battanian Fian troops, bypassing the need for the Disciplinarian perk.
