Resolved Troops assigned to garrisons will upgrade without the requirements they would have in player party

If you assign bandits or troops that can upgrade to cavalry to your garrisons, they will eventually upgrade tiers without meeting the upgrade requirements other than exp. For example, you can have Forest Bandits upgrade to Battanian Fian without the "Disciplinarian" perk.
