Trial by Jury policy - Imbalanced for no fief lords

This law gives a -1 influence point drain every day. Its description also says it gives more power to local officials in settlements.
But since you can start off as a lord with no fiefs this policy is meaningless for you and it only gives bonuses to lords with settlements to govern. It should not apply to players or AI who do not have any land yet.

If there are any similar policies that drain influence for landowners I say they should not apply to landless lords either.
