Travelling to River pirates?

...Im not quite sure I understand. There is something wrong with travelling to river pirates? It seems right to me, because following would imply that you never really encounter the object. Whereas travelling to means you are trying to get to the object, the object being river pirates.
 
'travelling to' implies that the destination is stationary. Also, you use 'the' unless the destination is a proper noun. (which river pirates is not)

Following river pirates seems somewhat more accurate.
