Towns should have a much higher rate of generating equipment with positive modifiers

Even after playing the game for several in game years, most town shops have no equipment with positive modifiers. While I think the current rate of getting loot from battles with positive modifiers is good (if anything, it's too good and should be toned down a bit), being able to buy them should be an option.

Also, while I like that we can get positive modifiers on items we win from tournaments, tournament rewards are still too good. Tourney rewards should be toned down a bit as well.
