i think it lowers the prices on the market for you and umh i think better quests

The quests don't change from reputation, they are just random. But it does change the merchant prices for sure. Every 3 reputation reduces the price to buy things by 0.5% and I believe also increases the price you can sell things to the merchant in that town by the same amount. 0 rep will have no effect but if you have between 1-3 you will get a 0.5% discount, while 4-6 will be 1% discount and so on. So at 99 relations you will get a 16.5% discount.

The higher your reputation with a town, the more people you can potentially recruit at one time.  Also, once you get to roughly 30 or 40+ relation with a town, you may can recruit higher tier people.

That would be a village, not a town.
