Top tier body armor does not spawn

later than 500 day, the towns spawn top tier helmets, arm and leg armor, but almost no top tier armor, you cant find it anywhere, the best armor to be bought is in khusait lands, and it spawns regularly, but it only has 40 body protection and it is not their top armor, in Vlandia, Empire and others only mails can be bought, nothing better, so it is definitely a bug. it seems to me that the armor sold in cities depends on player's clan tier, if it is so, then it is strange an not logical that the player, being the ruler of the 4 tier clan can not buy any better body armor than a mail with 30-34 body protection.
