Need More Info Thugs spawn ontop of buildings?

Summary: In the Aserai city of Iyakis, if you kill a group of thugs and stick around for the follow-up brawl, the group of hostile thugs WILL instead spawn on a roof and will be unreachable, and they will remain up there as well effectively locking the fight into a standstill until the player retreats, or backs out to the main menu. This occurred every single attempt to engage in this battle I personally bothered to try.
How to Reproduce: Enter Iyakis > Engage a group of thugs (personally I chose the Backstreet group) > Proceed through ensuing event until final thug fight > Walk to main street and laugh at the group of idiots that got themselves stuck on a roof.
