In cities, you can hire mercenaries in the tavern and you can hire thugs in the city, but only these or those, while the number and price of them are the same.

Do you have a save file where you are in the city experiencing this issue?

It's not a problem, that's how the game works at the moment, it's not about saving.

Perhaps you did not understand the essence of the message. I use Google translate.

I start a new campaign and go to any city (I play without mods).
There are mercenaries in the city (in the tavern), and there are bandits on the points.
If you capture the point and leave it empty, and immediately (without leaving the city scene), attack the second point and run away from them, then a message will appear that the second point is also captured, leave it empty.
The bandits at this point will calm down, when you approach them, they will offer you to hire themselves as mercenaries (in the number and at the price of mercenaries in the tavern).
If you hire them, the mercenaries from the tavern will disappear. If you first hire mercenaries, and then come to the points to the bandits, then they will not offer hiring, but they will say that you have already hired them, but they will not be in your squad.

This is how the game works now, I think it's a half-baked idea, but not a mistake.
