Summary: Javelin troops seem to aim for the rider's head when throwing at cavalry. This means that the closer they get, the steeper the angle. This is most noticeable when trying to hit Camel-mounted troops, as the missiles will sailing hilariously over the target even at very short ranges that would be almost impossible to miss. They should be aiming center-mass to maximize the chance to score a hit of some kind, meaning they should be aiming at the hips of riders so they have a good chance to hit either the rider or horse.
All Throwing Troops aim high and miss extremely high. They should not be aiming for the head of any target because of how inaccurate the weapons inherently are. They should be aiming center mass. It is just most absurd when horses are involved.
Conversely, Javelin-equipped cavalry don't seem to take the height difference into consideration at all. They throw extremely high as well, missing the majority of the time, and should be aiming for the target's hips.
Javelins already do so little damage I don't know that there is a need to purposely make them ineffective.
How to Reproduce: Choose Skirmishers and watch them attempt to hit stationary enemy cavalry 20-30 meters away. Let them throw all of their payload, then observe how many missiles fell short of the target vs how many fell over the target.

Look at where the Javelins impact the target shields. They are crowded around the top 10%, and many of them only connect with the shield at all because of the "tractor beam" shields have on them. Without the suction that surrounds shields many of these would have just missed entirely at 15 yards.
