Throwables stab weapon mode is incoherent

Everytime i change my javelins to close combat mode i sense an incoherent weapon behavior.
Normaly I can chain my stabs wihtout any problems, BUT
1. if i hit anyones shield or body its like there is an extra delay before i can thrust again.
2. if i block with my shield there is out of the sudden an extra delay before i can thrust with my throwables
Even walls i can hit without changes of combo time windows.
Is this mixed behavior intented or is it just a bug?
If its intented it should be added to every weapon ingame to balance.

theres a stun given to attacker and defender after weapon collisions

what do you mean by weapons, i mentioned if i successfully hit or if i hit his shield?
Do you mean even after that occasion?
