in Leadership tree, the perk Combat Tips states: "+1 to troop tiers when recruiting from same culture"
in Charm tree, the perks Firebrand and its counterpart Flexible Ethics state: "+1 to recruitment level from rural notables / urban notables"
i dont know about everyone else but i initially thought that these perks would increase the unit tier of recruitables, that is... Imperial Recruits would show up as Infantrymen instead etc. but what these perks actually do is increase the available SLOTS from notables regardless of your relation with them. i almost submitted a bug report thinking the perks weren't working
it would be nice if all 3 perk descriptions shared the same phrase, and as for which word to use i'll leave that up to you, but the issue with "troop tier" is that its already used in-game to describe unit tree progression, and "recruitment level" sounds like a synonym of that
