Shield values are all over the place. Some small shields weigh more then the pavise shields.
Shields need to be universalized into a logical system.
There are 2 basic shield shapes: Long and short; and there are 2 basic shield hit points values: weak and strong.
If a shield is long (covering feet from arrows) and strong it should have a weight value of 2.
If a shield is long and weak it should have a weight value of 1.
If a shield is short and strong it should have a weight value of 1.
There should not be a short and weak shield just to keep things simple weight wise but if you want to include a short and weak shield then it should weigh the least but I believe simplicity is best and not including a near useless shield that would complicate the movement speed meta would be best.
