well, i was thinking about if you  could add as animated npc's some soldiers with instrumental things, such as banjos or drums,  with some civil war anthems  such marching thourgh georgia,  battle cry of freedom, johnny comes marching home...    and maybe in  a graveyard outside the  usa capital many death-boxes  and a group of fife 'n drum in  some type of death march...  /edit/. yep, that's my idea of that:

just to make the RP experience bigger. i would stay many time in  the saloon just to  talk to the band, run the music script and see npc's  feedling dixie

You can get it from the clown. As for the banjo, you can get one (no bullets though. Maybe they'll add an option to build in your gun inside it) from the guy in one of the american towns by giving him a hat.
