In Progress The salary limit is not working correctly

Summary:
When setting the salary limit, the percentage of salary reduction from buildings (castle), governor perks and party leader is not taken into account. The current salary displays the salary with bonuses, but the limit does not. If the salary limit is set the same as the current one, then the garrison will decrease (Only in cities and castles where there is a decrease in salary). The party leader also has a perk.

How to Reproduce:
Recruit a garrison in a city or fortress with a bonus on salary reduction. Set the salary limit to the same as the current one. The garrison will begin to decline. Same thing with a party, where the party leader has a pay reduction perk
