As a proud Irishman I just don't think I could bring myself to play an englishman 
Generally if your from the british isles its best to play someone from the continent otherwise you just get very biased

Probably, like most releases they will often be available the day after release, European people wont be able to get the mod today, maybe if they are lucky they will.
