Nope. Most units will be recruited from military depots. Special units will be recruited differently. For Example to get 'The Polish Lancers' you need to be a french officer recruiting in Poland and iirc Troops won't be up gradable.
 
I think they'll be upgradeable, but instead of upgrading to different types of troops they'll become a higher tier of their own regiment (ex. infantry reg. x recruit----> infantry reg. x regular---->infantry reg. x veteran)

I believe they are automatically assigned to a unit. I don't know if there is a lower limit for the amount of men needed for them to spawn though.

Anyways, going back to recruitment, are there going to be so called "mercenary camps" or something along those lines to recruit soldiers from foreign or native lands?

The impression I got was that foreign regiments (ex. the Polish Legion) were simply a unit for the larger nation (In the polish legions' instance, France) but would have to be recruited from their native area

Napoleon was good for France, and later on for Europe. He knew what he was doing. The most passive leader in my personal thought would be the King of Britain, George III, who basically was the only leader never to go into any conflict, letting his subordinates do everything in his stead.

Alexander I wasn't such skilled, neither was Friedrich Wilhelm III, and Franz of Austria was a total idiot, nevertheless, they all had excellent generals whom they didn't give good positions until the late phases of the NW due that the latter did not agree with the leaders.

As for other, "less important" rulers, I'd place Petar I of Montenegro as the best quality one. Heck, who in the time could lead a 45k army with bare supplies arriving via the sea from Russia against 60-100k Turks and Frenchies and beat them all up (Turks specially, with massive losses)...
