Ranks would be redundant and confuse matters, in my opinion.  You just need one or two representative councilmen from each clan, and designated captains for clan matches involving the entire confederacy.

After much discussion within the clan and much personal thought as well, we the Kingdom of Veluca shall remain under only one banner, our own. First of as Dante McTavish stated, we are no longer a knighthood we are a new emerging kingdom. We most importantly feel that a confederation within so many clans might turn into chaos if so many clans follow up with your plan.
So with all that our answer is no.

cannot attend I believe and that is too early to gather force's just saying.
if you can give me the whole understanding of what you wish to do I can plan to help but right now I am helping DoF in a campaign so I cannot attend for now.

I am not happy about this can you at least talk to all clan leaders before announcing it because from what I see here it seems like you are calling the shots and trust me if you do not talk to any of us it will just be your men not mine neither DoF's and I highly doubt KSS will help until we all have a council Rallix. That is my say on this (We have not even trained yet as allies)
