Resolved The game crashes at the starting loading screen

GPU Driver Version: 512.15
CPU: intel i5 3570K
RAM: 8 GB
Motherboard: Asus P8Z77V
Storage Device (HDD/SSD): SSD

The game gets stuck in the loading screen, as shown in the media I posted. I verified game files twice, I restarted PC, and I restarted steam to no avail. I was able to play the game fully after starting it with safe mode, with all my settings gone. Please look into it.
