The empire

All of them will be the same culture-wise, the empire is one faction divided in a three-way civil war between the queen-regent, the senate and a prominent general all leading their respective supporters since the suddenly death of the emperor without leaving a named heir. (basically representing monarchy, oligarch-republicanism and military dictatorship or the more famous phases of Roman history)
Did they devs say anything about the factions being distinct from one another in any way other than their politics? For some reason I recall hearing someone say that the South had better cavalry.
There won´t be any difference in units as far as we know. The Empire has been described as the all-rounder faction with good units for all categories and all three sides will share those units. Due to their locations on the map we might see them deploy different mercenaries though (this is just speculation).
I would be very upset if every faction was a copy-paste with new colours. Considering they make up 40% of the factions, i hope there will be some significant differences.

I can't remember where I read it, and it wasn't in the faction specific blogs Hulagu posted, but I believe each of the 3 factions have a nobel troop specific to them. Something like the Queen having good archers, the General having good cavalry, and the senate having good infantry.
But... if I can't find the source then it might as well be wishful thinking on my part. Anyway, I agree that it would be boring if all three factions were completely similar.

They're all Byzantine inspired - And schism, civil war and revolts were something they were exceptionally good at.
If I gauge the empire blogs right, it would seem that the different factions have unique minor factions in service to them, representing some of the differences between parts of the empire.
We have the Watchers in northern hill country, presumably North Empire, the cossack-based Eleftheroi in the south and a minor faction based on the Varangian Guard, presumably in the Western Empire
