The campaign is glitched and I can't create my own non Imperial kingdom

I will provide video if needed, but I've met all the requirements for the quest but it just doesn't register. Assface Mgee just wants me to support a kingdom.

You have to talk to both imperial and non-imperial questgivers. Also, the settlement has to be the right type, for non imperial, you need a non-imperial city and vice versa for imperial. Also, you need 100 active men, it wont work if you have more and some are wounded or something

I also spent some time on that because it is a bit misleading. Since 1.4 you have to create your own kingdom yourself, going to the questgiver will not do anything. You have to do it through the clan screen, on the top you have the button to create a kingdom, then you just give it a name and pick your policies. Afterwards you talk to the questgiver.
