UVMapper, LithUnwrap, or use the 3D modelling app's one. They all (should) have one. Wings3D can make textures, Blender too, and 3DS Max too, although I don't know how.

Photoshop is fine, but expensive. Gimp is not as good but still very powerful and it's free.
In the end it's not the program alone, it's your skills. Just like the saying about photos: There are photographers that make awesome pictures with the cheapest cameras.
I would recommend gimp (unless it doesn't hurt you to spend ~1000€ on photoshop).
