A whole lot of folks came to the United States West from China and Japan to make fortunes, and their regard for native peoples, while not as violent as the Spanish or as genocidal as the Aztecs, was slight compared to the imperatives of their culture. 

Strong cultures beat the hell out of weak cultures.  Weak cultures either get strong or vanish from the earth.  The most important difference of the 19th century and beyond from what happened before is that technology eliminated the effectiveness of natural barriers.  The Romans used the technology of roads to the limitations of that method.  The Spanish used the technology of the Octant and later the Sextant to find their way around the world, after they finished beating the Moors out of Spain and because Isabella made a high stakes gamble with her jewels and won. 

Something happened that opened Ponovosa up for the first wave of conquest and colonization, but it was not roads, because those aren't on the map.  As a technology that makes the events that frame this mod, I would suggest that the Octant, a navigation tool, would be a viable excuse because it does not affect the battles in game.  Ships can find Ponovosa now, but the other cultures of the island developed apart from the cultures of the mainland. 

This would also neatly explain the similarities between the Swadians/Adenians, Rhodoks/Marinians, etc. They are lost colonies that developed in isolation.
