Talking to many NPC's causes constant crashing

Talk to Thug in Tavern - crash
Talk to random forest dwelling NPC party near Vlandia - crash
Talk to Companion NPC while walking streets - crash

Verified integrity of my local files in steam. Loaded game normally and in safe mode with no difference. i9 9900k, 32GB ram, 2080 Ti.
