The name of the chapter may be different based on which faith you have but the description will tell you that the building is needed to bring more noble troops in. After you receive your noble troops train them to their top tier and keep them with you in your party. You'll get a message saying that they are going to devote to there faith. choose the option where you give denars. After that they will become Zealots. After they are zealots you need to garrison them in a castle that has a chapel built so they can train to become faith troops.

Global Faith is your personal faith which is used to trigger this event and help you in other ways in 4.0.
War parties are great! The act as canaries in the coal mine, letting you know when there are bandits around. Early, you get a warning because the war parties are running from the bandits. To add to that they'll be much more useful in 4.0 as you'll be able to give them patrol and follow commands. Before the dialog for them was actually broken in 2.4-3.0B1 but this time I fixed it correctly. War parties also serve to stall your enemies long enough for you to swoop down on them as they are engaging the war parties.
Also, they are free and take out small bandit groups.
