[Suggestion] Arrow Hitting Shield Causes Stun

I was fighting in the arena, and I found out something about soldiers with shields when I shot at them with a bow. Now, I already knew that shields would give constant defense, even when not held up, and I like that. However, I think it should still cause a stun, just not any damage.

I was aiming at a guy with a sword and shield who was just about to hit me, and when I shot him the arrow was stopped by the shield. That's fine with me, but what got on my nerves was the fact that it didn't stop the guy at all, and his swing continued uninterrupted and hit me. I really think that's unfair. While I understand the arrow not hurting him, I would at least think the force from the arrow hitting his unbraced shield would cause his swing to be interrupted.

In short, I think shooting the shield when it is not held up should cause a stun, but no damage. Or it should at least interrupt a swing.

Thoughts?

Edit: Actually, forget what I said before. Shields are highly over powered when it comes to arrows (or archers in general). In fact, I think it's actually a bug.

I just had a tournament fight, and I had a bow while the enemy lord had a shield and sword. When he was taking a swing and I was about to shoot, his shield blocked the arrow. The problem with this? The problem is that his swing caused his shield to be held behind him, so the shield blocks the arrow even when I don't come close to hitting it at the right angle. In fact, the arrow stuck in the shield while it was held behind him, and you could see the arrow going through his body, so I'm pretty sure the shield shouldn't have helped him.

Along with the shield being able to protect while not being brought up even when you don't shoot at it, they can run into you and stun you. I'm sorry, but that along with the shield thing just makes this entire thing ridiculous. As it stands, I think the shield protection while not being held up either needs to be changed, or just removed.
 
blocking arrows does cause a breif stun. Not a movement stun, but an action stun.
Really though, I don't think an arrow has enough impact to significantly impede your forward motion.

It doesn't take a heavy impact for an arrow to peirce one's body and organs. You aren't hurt by the impact, you're hurt by the structual damage caused by peircing your skin/organs/etc.
