Suggestion: Allow players to summon clan parties all the time.

Please allow us to summon our clan parties to an army, even when we're independent/not a kingdom.

It doesn't make sense that the head of a clan can only call the other parties to an army when they join or create a kingdom.

We don't want to play a kingdom, that's why we're playing as mercs .
