Yes, but I removed mods.
Summary: The game stutters really bad everywhere, sometimes with a performance dip, if using anything stronger than FXAA.

How to Reproduce: Play 1.5.9 and change the preset to the highest (so with AA higher than FXAA). Unpause and turn the camera around on the world map. Alternatively, you can enter a town and try turning the camera around quickly. It will stutter and dip.

Have you used cheats and if so which: Nope!

OS: Windows 10 Pro
GPU: RTX 2060 Super KO @ stock
GPU Driver Version: 466.11 (absolute clean install)
CPU: i7-8700k @ stock
RAM: 16GB 3200mhz @ stock
Motherboard: Gigabyte Z390 AORUS ELITE
Storage Device (HDD/SSD): Samsung 500GB SSD (OS) & Seagate 4tb HDD (games)

NOTES: I tested both WITH mods and without, both used absolutely clean installs of the game. Same issue across. As soon as I turned the AA settings to FXAA, things were considerably better. If you guys need anything else, let me know.
 
We have a special performance build to check for these issues by collecting telemetry data. Can you switch to that build, test your performance and send us your data?
  1. Switch to “perf_test” from the Steam betas tab. You can find more info about it here.
  2. Open the game as usual and proceed to the stage where you are experiencing performance issues.
  3. Before the performance issues start, toggle the profiling tool by holding the “right shift” and pressing the “T” key.
  4. Record for 20-30 seconds, press the toggle key combination again. Please keep in mind that, the more you record, the more upload time it will require.
  5. Find the "test.tmcap" file in the "...\Mount & Blade II Bannerlord\bin\Win64_Shipping_Client" folder. You can find the "Mount & Blade II Bannerlord" folder inside Steam’s application library folder.
  6. Finally, upload the file to the "upload.taleworlds.com" site. Please write your username and this threads URL into the description box so that we can find it easier. It is appreciated if you provide more information about your PC, what you were doing while the game was recording and your graphics configuration. If the data you are trying to upload is too big or the site fails to upload, you can use an alternative site to upload your data. If you choose to do that please left a reply to this thread with the download link.
 
I'm sorry for the delay! I hadn't realized I got a reply. Let me download this version and get the files for you.

It would help if you guys allowed the performance branch to be a separate entry in the Bannerlord library, that way people don't have to redownload 31gb every single time they need to update. They will always have the performance branch at the ready. A game that does something like this is Squad. Offers the normal one and a Public Testing version in the library for Squad. Just a thought. Also, I tried to record, but it just caused performance issues trying to record at the same time and I didn't want that to be confused with the game itself.

What is the average memory usage of the game? OR were there any other apps that were using memory at the time? IS this happening on the first battle you fight after launching the game?
 
When I first got the problem, I alt-tabbed to check resources. I was using 7gb of 16gb RAM. I then turned off all background applications (I had my browser open) and it dropped to 4GB. So with nothing but the game and my keyboard/mouse software on, it averages around 4-5GB of RAM and 2.8GB of VRAM (I have 6). I restarted the game after existing those processes, tested with high AA again and it still occurred.

And it happens everywhere all of the time with high AA enabled, so in battles, on the world map, in towns/scenes etc.
