what exactly is the rhodok council chamber guard tree/troops.

On the sticky it shows Councilmen, Elite Arbalestier, Elite Swordsman, and Elite Halberdier -- but im looking at .txts and it threw me off because it looks like the peasant-tier branches off into the elites.
