Stuck with 100 Controversy, Help! How do I reduce it?!

As titles says im stuck with 100 Controversy, not really sure how it got so high but I have not seen it decrease at all and I need help.

If your marshal, stop being marshal and don't attack anyone for a while and PROTECT YOUR VILLAGES and DON'T RAID OTHER ONES both increase controversy...
