In Progress Stuck on loading screen when entering city with notables with the same name. (Repeating bug)

I have a repeating bug where when I try to enter a city the game gets stuck on the loading screen. It doesn't freeze, but it never finishes loading.
I noticed that there were 4 notables in the city, but two "pairs" with the same forename, which also seems to be a bug so I thought it might be related.

As mentioned, the bug repeats when I reload the save and also persists if I leave the city and go back to it before trying to enter it.

Edit:
I have included an image of campaign view before I enter the city in any way, i.e. pressing the first item on the city-menu, or selecting a notable and talking to them. Both of those methods result in endless loading.
As you can see on the image there is two notables called Ioren and two called Muinser.
