So in order to complete the main storyline (needed to start a kingdom) I have to raid a bandit's lair full of 36 bandits that all use bows and all aggro on first camp... all with 8 people? Is this a common scenario or no?

Yes, I tend to avoid hideouts after lets say I do 2 then never again. Before they use to crash me, now bring top tier units and you may be ok.

Best thing to do like Han has mentioned is bring top tier units with shields and put them in the shield wall formation and soak up all their ammo. Don't charge head on as you're going to be slaughtered as you've no doubt already discovered.

I've been clearing from the start of my playthrough all over and other than forest bandits haven't found a bandit camp over 30 men. Been easy picking for me so far, I think I stopped them growing too big

If you have spare time and don't afraid to lose some troops, you actually can flee after killing a couple of bandits to return the other night(because there is a delay for another attempt after fleeing). Even without this, you can even die there and try again later, as long as you have spare troops outside. Dead bandints won't regenerate.

How come it keeps picking random troops to send. it doesn't seem to care whether they are placed at the top or bottom.

Not had the ability to die and go back. Every time I've died in a bandit lair it's back to 0 troops after being released.

On the latest patch you don't lose your troops.
Also you can just turn around and walk out. You can do that on every map.
