Stop Conspiracy Quest

Does anyone have a clue on what to do when getting this quest? It gives 0 instructions or locations and I already failed it once and got it again immediately. Also whats the deal with focus points for companions, do we ever get to put them in?

Is this the one where you need to locate the spy? or something else?

Go to any random city after the spy quest pops up. Go to the Keep, the Arena and the Tavern and look for someone with a blue exclamation point (!) by their name. The task is something about spies (I didn't write it down). My task was to join a tournament to rat out the spy. Hope that helps.

I get the quest then it immediately fails.

all you have to do is press the + symbol to allocate a focus point

Pretty much every main story quest has been horrendously bugged for me unfortunately. - But glad to know they're being worked on!~
