Spies; how to use them?

So I was in my capital and hired many spies from my chancellor but how do you deploy them? I did find one way to send a spy to an foreign kingdom but they wanted me to send one of my companions.  Isn't there a way to use the actual spies that I hired?  I open the spy menu, but it says I have 0 spies deployed and have the option to deploy 14 but gives no option to send them.  I have also hired spies in taverns but don't understand how to use them other than as archers.

Right click the city you wanna send them.

I remember when people played the game properly without being told literally everything, I feel old.

Right click the city you wanna send them, they have a high failure rate against forts though.
