Special units from minor factions

Man its a pain to recruit those triarii, hastati, skolder, arboreal and many others. Any way to give those minor faction a fort where it is their base of operation. There you will have to do quest to be able to recruit those units and maybe get unique armour (does not need to be more powerfull just need them to be different cosmetic wise).
