Something is wrong with throwing axe headshot damage

I think the damage is being calculated as if it's from melee
the difference between hitting the head and body is almost non-existent, here is proof

throwing axes should have the same damage multiplier to the head as an arrow

AFAIK headshot damage increases only a lot with piercing damage, that goes for melee as well. Its not a bug.
Also, look at the distance and relative missile speed of the screenshots, this explains your example.

14 is indeed crappy for a headshot

Did they stealth nerf throwing axes at one point? I remember headshots only doing like 40-50 in most cases and damage has since increased. And then I see your screenshot.

I think they need to implement damage multipliers if throwing strike a head or neck hitbox (1.75x for head, 3x for neck, perhaps?).

they have damage multipliers already. Someone in Tw overnerfed throwing axes without testing it.
