Some skills are red at level up, and are not increasing

Athletics, Shield, Power Draw, and Horse Archery:  When I hit levels 2-3, the skill level number is red, and when I try and increase them, they still read zero.  What's up with that?

this is because of the encumbrance system, armor you are wearing affects some skills.
it can be turned off in the mod settings if you don't want it.
