[Solved] Is Kingdom Culture Change bugged?

Hello,

I downloaded a fresh copy of 4.3 (from the link in this post: https://forums.taleworlds.com/index.php/topic,116424.0.html).

So, I've conquered a town, hired all available staff, and spoken with the chancellor.

The chancellor did not provide any "Change Culture" option that allows me to change my Kingdom Culture.

Is this bugged? I'm just looking for confirmation. I suppose it's possible that it lives somewhere else, but this post: https://forums.taleworlds.com/index.php?topic=153531.0 indicates that is not the case. However, others are unable to find it there.

I figured out the issue. You need a COMPANION as your minister -- not a "Prominent Noble From The Area".
