lets say i conquer a english castle...with an english settlement...is there any way that i can rectuit welsh from the english settlement or its always gonna be english?

Unless the English settlement you captured had Welsh prisoners, Then no.

I disagree, then this mod would become like Lords and Realms, and that in my opinion is not a good thing.
