Smithy Stamina use does not takes in account the action cost
How to Reproduce:
Forging a weapon cost 35 SS but is still available to use from 11-34 SS.
Smelting a weapon cost 10 SS but can't be done if you have exactly 10 SS.
Refining cost 6 SS but if you have between 6-10 SS you can't refine.
